GROUP HOME AND FOSTER CARE AGENCY LICENSING CONSULTANTS. Child Caring Consultants assists clients with obtaining a license to operate a child caring program. Our agency also ensures that clients who are already licensed maintain substantial compliance with regulatory agencies and other child welfare agencies. Child Caring Consultants provides services that enable a client to obtain a license from the Residential Child Care Licensing (RCCL) Unit and also to receive a Contract to place children in their licensed programs from the Department of Family and Children’s Services (DFCS/OPM), Department of Juvenile Justice (DJJ), etc.

Thus far, 100% of our licensing applications have been approved!!!

The following programs must be either licensed and/ or abide by certain standards or policies:

Child Caring Institution or Group Home (CCI) Child Placing Agency (CPA) - Foster Care and/or Adoptive Services Maternity Home (MATH) - Basic Maternity and/or Second Chance/Parenting Services Outdoor Child Caring Programs or Camp (OCCP) Children’s Transition Care Centers (CTCC) Runaway Homeless and Youth Programs (RHYP) Specialty Transitional Living Program (TLP)/Independent Living Program (ILP)

SERVICES INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

Assistance with Opening a New Agency/Facility per the Residential Child Care Licensing (RCCL) Unit’s Rules and Regulations and the Department of Family and Children’s Services (DFCS)/Office of Provider Management (OPM)/Department of Juvenile Justice (DJJ) Standards:

  • Physical Plant Inspection

  • Policy and Procedure Development

  • Hiring and Interviewing New Staff

  • Staff Training Related to RCCL Rules and Regulations

  • Development of Templates/Forms required by RCCL and OPM

  • Website Development

  • Implementation of Policies and Procedures

  • Continuous Compliance Monitoring

Assistance With Obtaining a Contract with DFCS/OPM/DJJ:

  • Policy and Procedure Development

  • Implementation of Policies and Procedures

RCCL Rules & Regulations and DFCS/OPM/DJJ Standards Review:

  • Overview of rules and regulations and standards with staff via phone conference or onsite meeting

  • Detailed review of each section of the rules and regulations and standards with staff via phone conference or onsite meeting

  • Interpretation of rules & regulations and standards

Policies and Procedures:

  • Development of policies and procedures and standards for all facility types

  • Update policies and procedures per any revised RCCL rules and regulations and OPM/DJJ Standards

  • Implementation of policies and procedures and standards

Substantial Compliance Preparation of an Agency/Facility for RCCL and DFCS/OPM/DJJ Inspections for the following visit types:

  • Initial Visits

  • Monitoring Visits

  • Annual Visits

  • Follow-up Visits

  • Complaint/Investigation Visits

Development of Sample Records and/or Development and Organization of Permanent Agency/Facility Records:

  • Policy and Procedure Notebook

  • Administration Notebook

  • Resident Records

  • Foster Parent and Foster Child Records

  • Employee Records

Develop Templates for the following RCCL and DFCS/OPM/DJJ required documents, including but not limited to:

  • Home Studies

  • Service Plans

  • Assessments

  • Discharge Plans

  • Matching forms

  • Disaster Plans

  • Training /Orientation

Electronic Records:

  • Develop Electronic Records Policies and Procedures

  • Train staff to implement policies and procedures per RCCL regulations and DFCS/OPM standards

  • Review access of electronic documents needed per RCCL regulations and DFCS/OPM standards

Inspections for RCCL and DFCS/OPM/DJJ Compliance:

  • Physical Plant

  • Foster Homes

Completion of documents and other tasks related to RCCL and DFCS/OPM/DJJ requirements:

  • Plans of Correction development and implementation

  • Licensing requests, including Amended Licenses

  • Completion of Change Request forms

  • Refutation requests

  • Waiver and Variance requests

  • Office Conference assistance and representation

  • Satellite office development and organization

  • Adverse Action Assistance

  • Closing an Agency or Facility
